Weight copying

Checking miners properly takes work. Copying another validator's published weights takes almost none.

A validator that copies can still earn rewards without evaluating anything. That hurts the subnet. The point of having many validators is many independent judgements, and if everyone copies the top validator, the network has one opinion repeated many times.

If weights are visible as soon as they are submitted, a copier can follow almost instantly. Subnets can hide them until it is too late to copy.
